Windows 8 File or Directory corrupted and unreadable

I have downloaded the Ventrilo 3.0.8 64bit installer and when I go to install It pops up with and error message saying "The file or directory is corrupted and unreadable" I need help I have ran a chkdsk and found nothing wrong, I have no clue where to go next please help. I have jsut got a ned computer by the way with windows 8 and this is one of the first programs I have tried to download.

try temp disabling all firewall/virus/spyware apps
