Issue talking to some in vent.

For the last little while i have been having issues being herd in vent by some people. There is one server where it seems that everyone can hear me, but i don't regularly use it. In other servers, some people can hear me.
OS: XP
Sound Card: Unsure of(What ever came with it - Dell Dimension 300)

on the problem servers, what is the codec and format the server is using?
rt-clik in window/view/server browser

for the users that can't hear you, do they see your icon in green or yellow?
