TSS voice change?

When the TSS is turned onin vent chat, some people hear a male voice and some female voice.
How do you change the voice that reads the text?

this is set on the client side to whatever that person has setup and you will not be able to override their setting.

it also depends on which version of windows is running. winXP has multiple choices for TTS where win7 and later only offer the "Anna" voice
