Public version and maximum members in ventrilo

How many people can talk in the public version of the program? We allow only 8 or 9 people. This is normal? And how to make a larger number of users?

And myself, I can get a license? Just my dedicated IP and the server is on a home computer.

No, you cannot get a license. If you need more than 8, you need to rent from an authorized hosting provider.
