Server not writing to ventrilo_srv.usr

Running Ventrilo 3.0.3 server, and logged into the admin account with Ventrilo client 3.0.8.

Vent Server is on a Windows Server 2008 (32 bit) box.

If I go into the user editor section and add/remove/alter any current users, the changes stay while ventrilo_srv.exe is running, however the ventrilo_srv.usr file never gets written to.

If I stop the vent server and start it again, all those changes I make using the user editor have vanished (because ventrilo_srv.usr never got written to).

No, the ventrilo_srv.usr file is not in "read only" mode.

Any ideas/suggestions?
