Binds

I started using Ventrilo recently and I'm having a few problems binding keys. When Ventrilo is the foreground application, all my binds work fine. When I start the game they stop working. Probably because Ventrilo is not the foreground application anymore. The few working keys are some modifier keys like Function, Command, etc. Am I doing something wrong?
By the way I'm using Ventilo to play Call of Duty 2.
