Moving users

I am a server admin and I would like to make it so that others can move people. but I do not want them to be a server admin.

I have tried this several ways with a different user (a test user if you will)
and it does not work.

Is there a way I can do this so that users ( Guild leaders, officers, and raid leaders ) can just move people and not be a server admin.

I have set a rank list and authentication channel and have made user accounts so they have access to these channels. but I would like the lower ranked users ( Guild leader, officers, and raid leaders ) to be able to move "guests" into the channels that they want them in.

So.... oh great vent guru can you help me?

in user-editor / select user

admin tab / select 'move users'

chan admin tab / add the channels those users can move other 'from' and 'to' (source/destination)
