Help with Server Setup/Repair

Alright, I have setup the inital instal, everthing was working fine till recently. I am not certian what happened but I uninstalled and reinstalled everything and made sure everything was correct. My Portforwarding to the router is correct, my windows firewall has the VentSrv ports added and does not block anything. Now fo rsome reason i am getting an Error of the Following: "ERROR: Unable to bind to TCP socket."

It goes through everything else but thats what I am getting and I do not understand. can you please help? Thank you very much.

The server is likely to be already running, and thus causing your second instance of the serer to find the port 3784 already in use. Check your task manager to see if this is the case.
