Having Trouble setting up a new Server

I am not very great with computers and I have never run a server before, or anything like it. I read the webpage on setting it up and I don't quite understand... When I start the server, after listing some information, like the IP address and such, this is what it says:

Unable to open configuration file 'ventrilo_srv.ini'.
ERROR: Unable to read configuration data. Exiting.
logout
[Process completed]

I don't know how to fix this. Please, if anyone can help me I would greatly appreciate it.

what OS are you running it on?
