Types of Admins

Is there a way to make someone a channel admin without making him/her a server admin? I've seen the way through the Mac client to add new admins, but it seems they all have full access.

as an admin, create a channel and give that channel an admin password. give the person you want to admin the channel, the channel admin password only.
