Unable to bind to UDP socket ERROR

Hey guys,
uhhh im new to all this stuff.
I was trying to port forward my ip so i can host a vent server, but ummm i followed the guide on portfowarding.com and yea. It worked but other people can't join my ip. Well i was just browsing tutorials and i came upon one where it told me to do it spearate 1 TPC and one UDP. forwarding to port 3784. However now the ventrilio server keeps saying Unable to bind to UDP socket ERROR and i cant even connect with my local host ip > <

that messages indicates that either the vent server is already running or another application is using port 3784 UDP. check taskmanager to see if ventrilo_srv.exe is running more than once.
