Change Event Sounds for all Users (not just client side)

I've searched the forums a good bit looking for answer to this question, but is it currently possible to change the event sounds (log in, log out, etc...) for all users of a server or can it only be done client side? Our server would really like to customize them.

Sound events are a client side feature only.
