Looks like it's professionally hosted.

And it looks like it cannot be changed through their control panel, so he'll need to contact them at voice@support.divo.net.

He should ask them to change to:

VoiceCodec = 3
VoiceFormat = 20

Make sure that ALL windows users upgrade to the 2.3.2 beta 3 client, whether they're experiencing any issues or not. If they don't upgrade, then chances are high that there will be issues.
