If your currently on dial-up, every time you disconnect from the internet, it's going to reset your IP address. You could check into getting a static IP for yourself from http://www.no-ip.com/

The channel is going to be named "Announcer's Box" and when an Admin goes into that channel and talks, it will broadcast to all channels on the Vent server.
