when you started ventrilo and connected to the server did you get the dialog box stating that the server is using the GSM codec?

please have the server admin change the codec and format setting of the server to Speex. codec 3 and format 20 is recommended.
This can be accomplished via the hosting providers ventrilo control panel.
the server will restart and you will be able to fully enjoy ventrilo.
now that the server is running speex, it is recommended/required that ALL windows users upgrade to the latest windows beta release as it corrected a minor speex sound quality issue.

The codec setting is server wide. If it's changed for one, it's changed for all on that server.

You should configure push-to-talk, yes. You do so in the setup tab of Ventrilo. Enable the "use push-to-talk" checkbox, and then click in the Hotkey field and press the key you want to use.

Unless it's your server, you can't change it.

The server administrator has to change it. For most professionally hosted servers, he does so using the hosting companies web-based control panel for his server. For a few, they have no way to change it via the web and you have to open a ticket with their support department to have it changed.
