Default PTT Delay - Windows Vista

I know there's a thread about how people have a PPT delay when playing the game but I get the delay even when nothing but Ventrilo is running. I press the PTT button and it takes about a 1 sec to allow me to talk without cutting off the very beginning of my talk. Don't understand what's happening and I hate Windows Vista!

Starting to think it might be my CPU speed. I have 2.33GHz but sometimes there's a half sec freeze when I play world of warcraft that i never had on my 3 year old desktop computer. Using a new laptop by the way. Inspiron M1710. Intel(R)Core(TM)2 CPU T7600 @ 2.33GHz, 2gigs of ram. 32-bit OS, NVIDIA GeForce Go 7950 GTX. Pretty sure with these specs that i shouldn't freeze in places that my 3 year old piece of crap HP comp didnt freeze on. My best bet is that Windows Vista is slowing this laptop down and causing every problem that I have. GG microsoft.
