Default unable to host due IP changes

My friend wants to create a server, but his IP changes every ..min/hours.
Is there anyway you can create a server so it goes along with your IP changes?

Like the server is locked directly on your pc, so no matter how much times the IP changes, the server will stay active, but then the IP has to be changed into a HOST name, what if the host name also changes everytime?...

Any help on this?

The hostname will resolve to the specific IP but as you said if the IP changes the hostname will not be valid anymore..

There are programs such as 'noip' that will check every x minutes for the IP and auto update it for you. This might be what you will need to get this working properly.

Where can i get this "noip"?, i've searched but found ALLOT of things on the internet related to "noip".

Most of the Linksys routers have a setting insite the router to automaticly update the IP if it ever changes useing the following site.
