Two things are occurring:

1) There is no server running on that port (most likely)

or

2) Your traffic is being blocked somewhere along the way

When I tried to telnet, I got "connection refused". I think it's very likely there is no server running there.

There is a server on the port. My new guild is using it every night. I checked with the admin office here at these apartments and apparently they are selectively blocking certain port types (ranges?).

What types of port does Ventrilo use?

How easy/difficult would it be to employ a port forwarding scheme to bypass said blockage?

Are there any laws that I can throw in their face to show them it is illegal to be blocking said ports? I am currently residing in Utah.

I'd double-check the info. It refused my telnet attempt, which is generally an indication of no server on the port. Unless they were selectively blocking IP addresses on the server, that should not be what I get. My ISP is not blocking any ports.

Nope and it's not illegal. It's their network, they can do with it what they want. If you're unhappy with it, you can move. I'd obviously make my case to them (very nicely) and plead with them for a change of heart, but if they refuse, there's nothing you can do.
