Well, basically. If the guild can open the ventrilo_srv.ini (which is a text file) file wherever it is hosted. There are these 2 lines:
VoiceCodec=#
VoiceFormat=#

And depending the quality you want the audio chat you change that number:

So basicly, VoiceCodec=3 is what you want. As for VoiceFormat=#, higher the number, the higher the quality but probably the higher the lag you will get.
